Democrats on Capitol Hill continue to block funding for Immigration and Customs Enforcement (ICE), prolonging the Department of Homeland Security (DHS) funding lapse that began February 14, despite Republican efforts to advance funding for other DHS agencies amid rising terror concerns.
Democrats Demand ICE Operational Reforms
Democratic lawmakers have tied DHS funding to 10 operational reforms for ICE following the deaths of two civilians in Minnesota during confrontations with immigration enforcement. These demands include a ban on ICE agents wearing masks, an end to roaming patrols, stricter warrant requirements, and visible identification for agents.
Senator Sheldon Whitehouse (D-R.I.) stated that Democrats are prepared to fund agencies like FEMA, TSA, and the Coast Guard independently, but they insist on addressing ICE’s behavior first. “The Republicans are holding the rest of DHS hostage,” Whitehouse said.
Senator Chris Coons (D-Del.) emphasized that agreement on reforms aligning ICE and Customs and Border Protection (CBP) with state and local law enforcement standards is necessary before any funding moves forward.
Republicans Criticize Democratic Standoff
Republicans reject Democratic demands as efforts that would hinder President Trump’s immigration enforcement policies. Senator John Cornyn (R-Texas) noted that ICE already received funding under last year’s appropriations and accused Democrats of causing harm by withholding DHS funding. “They’re hurting the air-traveling public through TSA,” Cornyn said.
Senator Rick Scott (R-Fla.) urged full DHS funding, warning that partial funding undermines national security. He accused Senate Democrats of not taking the government shutdown seriously until widespread airline disruptions occur.
Republicans face a procedural challenge in the Senate, holding 53 seats but requiring 60 votes to overcome filibuster threats, making support from at least seven Democrats necessary to advance any funding bill.
