Chancellor Rachel Reeves is set to announce targeted financial assistance for households relying on heating oil, responding to rising energy prices linked to the Gulf conflict. The support aims to address fuel poverty affecting vulnerable communities, particularly in rural areas, as oil prices soar.
Targeted Support for Heating Oil Users
The planned measures follow warnings from rural Labour MPs about constituents unable to afford heating oil or keep their homes warm. South West Norfolk MP Terry Jermy highlighted that some residents are turning off heating due to empty tanks, raising concerns about public health risks among elderly and vulnerable populations.
Reeves intends to introduce support focused on this group rather than broad-based aid. This approach reflects an effort to manage costs while addressing the most urgent needs.
Chancellor’s Cautious Approach to Broader Energy Support
Beyond heating oil, Reeves and government officials are delaying further interventions, hoping the Gulf conflict’s impact on energy prices will ease with time. This cautious stance aims to avoid a large, costly universal package like those deployed during the 2022 energy crisis following Russia’s invasion of Ukraine.
In a recent interview, Reeves emphasized fiscal discipline and indicated that any future financial relief would likely be means-tested, leveraging improved data about households’ needs.
Political and Economic Context
The announcement comes amid ongoing pressure from opposition parties ahead of the current energy price cap ending in June and planned fuel duty increases in September. Reeves’ government is also preparing to implement a reduction in typical gas and electricity bills by about £117 to £150 from April, achieved by removing certain green levies and shifting others onto general taxation.
Labour faces political challenges in balancing the cost of living pressures against fiscal responsibility, with economic growth and living standards as stated priorities ahead of the next election.
