Mamdani Creates Office of Community Safety to Reduce Police Role in NYC

New York City Mayor Zohran Mamdani announced he will sign an executive order establishing the Office of Community Safety (OCS) to centralize and expand non-police public safety programs. The new office aims to limit police involvement in certain emergency responses, including mental health crises, as part of a broader $1.1 billion Department of Community Safety initiative.

Office of Community Safety to Oversee Multiple Programs

The OCS, housed within the mayor’s office, will coordinate several existing agencies such as the Office of Crime Victim Services, Office of Gun Violence Prevention, Office to End Domestic and Gender-based Violence, Office for the Prevention of Hate Crimes, and the Office of Community Mental Health. The consolidation is designed to create a centralized, coordinated approach to address interconnected public safety challenges.

Mamdani emphasized the need to shift away from relying solely on the police department to respond to social and criminal issues, stating the city has long treated these problems with a “patchwork of programs.” The OCS is intended to implement a “whole-of-government” model under the supervision of a dedicated deputy mayor.

Renita Francois Named Deputy Mayor for Community Safety

Mamdani appointed Renita Francois, who previously worked in the Office of Criminal Justice under the de Blasio administration, to serve as the deputy mayor overseeing the new office. Francois will manage policy implementation, reform, and the expansion of the Behavioral Health Emergency Assistance Response Division (B-HEARD), a pilot program launched in 2021 that sends mental health professionals and paramedics to respond to 911 mental health calls.

Mamdani noted that while many calls could benefit from B-HEARD’s approach, the city currently lacks sufficient capacity to respond to all. The new executive order will provide Francois with policymaking authority to ensure the program meets its objectives and that non-police responses become a viable alternative.

Reactions from City Officials

New York City Public Advocate Jumaane Williams acknowledged that implementation may face challenges but encouraged collaboration to improve public safety without overburdening the police department. “Most of y’all are not saying, ‘let’s dismantle the police department,'” Williams remarked, emphasizing the aim to allow police to focus on their primary responsibilities.

NYPD Commissioner Jessica Tisch expressed willingness to work with the new office to ensure New Yorkers receive appropriate support while keeping officers focused on their specialized duties. Tisch stated, “Keeping New Yorkers safe requires more than one approach,” affirming cooperation moving forward.
