Senate Democrats Acknowledge Noncitizen Voting While Opposing Citizenship Verification Bill

Senate Democrats Chuck Schumer and Raphael Warnock acknowledged the presence of noncitizen voting in federal elections while opposing the SAVE America Act, a Republican-led bill proposing strict citizenship verification for voter registration.

Democrats Concede Limited Noncitizen Voting Occurs

On the Senate floor, Sen. Schumer (D-N.Y.) stated that “almost no illegal aliens vote,” tacitly recognizing that such incidents do occur but contesting their scale. Sen. Warnock (D-Ga.) cited data from his state where out of 8.2 million registered voters, the Republican secretary of state identified 20 noncitizens registered and only nine who attempted to vote.

Both senators used these figures to downplay the extent of noncitizen voting, arguing that it does not justify the need for the SAVE America Act’s citizenship verification requirements.

Republican Bill Seeks Stricter Voter ID Rules

The SAVE America Act would require voters to present proof of citizenship such as a REAL ID, birth certificate, or passport for registration. Republicans argue that lax identity requirements have allowed an unknown number of noncitizens to be registered and potentially vote in elections.

Sen. Mike Lee (R-Utah), the bill’s sponsor, emphasized that while documented cases remain limited, the true scope of illegal voting is unknown and unquantifiable, posing a risk to election integrity. He noted the bill cannot advance without bipartisan support, as Republicans hold 53 Senate seats but need 60 votes to overcome debate.

Democrats Warn Against Overburdening Voters

Democrats have strongly opposed the bill, describing it as a “solution in search of a problem” and warning that it could disproportionately burden communities unable to easily provide citizenship documents. They reject the claim that stricter voting regulations are necessary based on the allegedly rare instances of noncitizen voting.

The legislative standoff has persisted since early March 2026, with Republicans pushing for voter ID reform and Democrats blocking the measure.
