House GOP Plans Third Vote on DHS Funding

Juan Ciscomani, would fund DHS through the end of the fiscal year on September 30, based on a bipartisan deal reached earlier in the year. Democrats previously blocked the measure in opposition to President Donald Trump’s immigration policies. The second is a nonbinding resolution spearheaded by Rep. Ryan Mackenzie, expressing support for DHS agencies including TSA, ICE, and Customs and Border Patrol.
Shutdown Impact on TSA and Airport Operations
The shutdown has led to severe staffing shortages at the Transportation Security Administration (TSA), resulting in hours-long security delays in cities such as Houston, New Orleans, and New York. TSA agents are set to miss their second full paycheck this Friday due to the ongoing funding lapse. Other DHS agencies affected include Immigration and Customs Enforcement, Customs and Border Patrol, Cybersecurity and Infrastructure Security Agency, and FEMA.
Negotiation Deadlock and Political Standoff
Shutdown negotiations remain deadlocked after Republicans rejected Democrat demands for immigration enforcement reforms — including judicial warrants for ICE operations and prohibiting face masks for agents. President Trump recently urged Republicans to withhold DHS funding approval unless Democrats advance the unrelated SAVE America Act on election integrity. Achieving Senate passage requires overcoming a Democratic filibuster, making bipartisan compromise critical yet elusive.
House GOP officials maintain the shutdown harms American citizens by delaying pay for critical homeland security personnel and endangering traveler safety. Democrats have countered by linking DHS funding to restrictions on controversial ICE operations but have yet to reach majority support for their proposals in the House or Senate.
