House Speaker Johnson Calls for National AI Framework to Secure U.S. Lead

House Speaker Mike Johnson, R-La., outlined a three-point plan for artificial intelligence (AI) regulation during the Hill & Valley Forum on Tuesday, emphasizing the need for a unified national framework to maintain U.S. leadership in AI technology.

Johnson stated that America will win the AI race if two key conditions are met: if the government avoids excessive regulatory control and if the industry collaborates as a “patriotic partner.” He warned against fragmented state regulations and called for Congress to establish consistent rules that protect children, support creators, and safeguard communities without hindering innovation.

He identified national security as a central element, urging that AI technology remain under U.S. and allied control to prevent adversaries from gaining access. Additionally, Johnson stressed the importance of acting swiftly to meet the urgent demand for U.S. AI competitiveness.

His remarks come days after former President Donald Trump released a proposed AI regulatory framework, which includes stronger protections against AI-facilitated self-harm, sexual exploitation of minors, streamlined permitting for AI data centers, and measures to protect free speech on AI platforms. Trump has also pushed for a moratorium on state-level AI regulations to avoid inconsistent policies.

Lawmakers would need to draft and pass legislation to implement these measures. Johnson’s call highlights ongoing congressional efforts to balance innovation, security, and regulation in the rapidly evolving AI landscape.
