The Trump administration’s Department of Justice is defending the Biden-era Environmental Protection Agency veto that blocks the development of the copper-rich Pebble Mine in Alaska, a move that conflicts with President Trump’s broader agenda to expand domestic mining and reduce U.S. dependence on China for critical minerals.

Administration Defends Veto Amid Mining Policy Goals

The Pebble Mine project, located in Bristol Bay’s headwaters, has faced opposition across multiple administrations due to environmental concerns about its impact on the world’s largest sockeye salmon fishery. The Biden EPA issued the veto in January 2023, and Pebble Limited Partnership along with the state of Alaska subsequently sued to challenge the decision.

Despite President Trump’s record of signing executive orders to accelerate mining permits and designate copper among critical minerals, the Trump Justice Department is upholding the veto in court. Pebble CEO John Shively criticized this stance, calling it “a textbook example of D.C. bureaucrats imposing their will on Alaska” and arguing it will strengthen China’s global leverage over rare earth and copper supplies.

Donald Trump Jr.’s Opposition Revives Debate

Donald Trump Jr., who has publicly opposed the Pebble Mine project since 2020 citing environmental risks to Bristol Bay’s fragile ecosystem, has reinjected controversy into the issue. Trump Jr. joined former Pence aide Nick Ayers in calling for the mine’s rejection. Both expressed concerns on social media about the potential threat to local fisheries.

A source close to Trump Jr. confirmed he raised these concerns during the president’s first term based on his personal experience fishing in the region. Industry observers have linked the administration’s position on Pebble in part to Trump Jr.’s and Ayers’ influence.

Environmental and Economic Stakes in Bristol Bay

The Pebble Mine site near Lake Iliamna, Alaska’s largest lake, sits atop large deposits critical for defense and advanced technology manufacturing. The Bristol Bay region supports one of the richest salmon fisheries globally, underpinning both local ecosystems and commercial fisheries.

The conflicting approaches within the Trump administration highlight the tension between environmental protection and the strategic imperative to develop domestic mineral resources. Requests for comment from the EPA, the White House, and the Department of Justice were not answered.
