Pennsylvania Gov. Josh Shapiro Raises Record $10 Million in First Quarter of 2026

Pennsylvania Governor Josh Shapiro’s reelection campaign reported raising more than $10 million in the first three months of 2026, a new state record for that period, according to campaign officials. This haul more than doubles the previous fundraising benchmark for a Pennsylvania gubernatorial race at this early stage.

The fundraising achievement was first reported by Axios and confirmed by a top Shapiro campaign official, who noted that the campaign ended 2025 with more than $30 million in cash on hand. Contributions came from all 67 counties within Pennsylvania as well as from all 50 states, demonstrating broad in-state and national support.

The wide geographic spread of donations reflects the expansion of Shapiro’s national donor network as he continues to build political capital amid speculation about a potential 2028 presidential run. Shapiro has gained increased national visibility recently through appearances tied to his book, Where We Keep the Light, which was released in January and promoted through a nationwide tour including major media outlets.

In a show of party support, Shapiro plans to donate $250,000 to the Pennsylvania Democratic Party with the intention of bolstering party infrastructure and helping to flip four Republican-held battleground seats in the state legislature, according to his campaign.

Shapiro, viewed as a potential 2028 Democratic presidential contender and who was discussed as a possible running mate for Vice President Kamala Harris in 2024, is preparing to seek a second term in the November gubernatorial election. His expected Republican opponent is state Treasurer Stacy Garrity. Pennsylvania’s primary election is scheduled for May 19.

At a book tour stop in Erie, Pennsylvania, Shapiro reiterated that he will decide on any presidential run after the 2026 midterm elections. He emphasized that his immediate focus remains on the upcoming state and federal elections, characterizing them as a “national referendum” on current Washington politics and stressing the importance of voter turnout.

Why it matters

Shapiro’s record-setting fundraising reinforces his strong position in the Pennsylvania governor’s race, a key battleground state in national politics. The campaign’s financial strength and broad-based support could impact the state’s political balance and influence Democratic prospects heading into the 2026 midterm elections. Moreover, the extensive national donations signal Shapiro’s rising prominence among Democratic donors, which may factor into his potential future presidential ambitions.

Background

Josh Shapiro was first elected governor of Pennsylvania in 2022. His significant cash reserves at the end of 2025 and robust early 2026 fundraising mark a notable escalation in campaign finance for the state’s gubernatorial races, illustrating the increasing competitiveness of Pennsylvania politics. The state’s May primary will determine final candidates ahead of the November general election.
